For this market, a statewide minimum wage increase means a Pennsylvania law that raises the general state minimum wage above $7.25 per hour for covered employees. It may be a stand-alone bill or part of a budget or other bill, and the increase may be phased in over time. The effective date of the law is not relevant; only that it has been enacted.

A measure raising only a sub-population rate, such as tipped, youth, agricultural or public contractor wages, without raising the general rate does NOT count. Executive orders, agency rules, local ordinances and any change to the federal minimum wage do NOT count.
