It qualifies whether or not it names the governor-elect or also applies to the current governor. A law that only changes appointments to a single board, commission or council, only removes a reporting or administrative duty, or only changes the powers of other officers, a legislative chamber's own rules or local governments does NOT qualify.

No state's new governor takes office before Jan 11, 2027. Only legislation enacted by a state legislature after Issuance qualifies.

The effective date of the law is not relevant; only that it has been enacted.
