The market resolves to Yes if Louise Lucas either formally resigns her seat in the Senate of Virginia or publicly announces her intent to resign it before the deadline. An announcement of intent to resign counts immediately upon announcement, regardless of the effective date of resignation. The announcement must be made by Louise Lucas herself or through official channels - rumors or reports from unnamed sources do not count.

The following do NOT satisfy the Payout Criterion:
Leaving the Senate of Virginia without resigning, such as by expulsion or forfeiture of her seat
Stepping down as President pro tempore of the Senate of Virginia, or from a committee chairmanship, while keeping her Senate seat
An announcement that she will not seek re-election
