If the Bipartisan American Affordability and Jobs Act of 2026 or other legislation containing its core permitting reforms has become law after Issuance and before Jan 1, 2027, then the market resolves to Yes. The bill must pass the full chamber (not just committee) for House or Senate passage. For "become law" markets, the bill must be signed by the President or become law through veto override. Presidential pocket vetoes that expire resolve to No. Joint resolutions are treated as bills. Treaties require two-thirds Senate approval for passage. The market resolves based on the first occurrence of the specified milestone. The Bipartisan American Affordability and Jobs Act of 2026 counts if enacted under that name, including as amended. Other legislation, including a renamed version or a larger bill such as a defense authorization or government funding bill, counts if all three of the Act's core permitting reforms become law, in one or more laws, after Issuance and before Jan 1, 2027: (1) deadlines for, or limits on judicial review of, environmental reviews under the National Environmental Policy Act; (2) limits on the federal government's ability to revoke, suspend or withdraw already-issued federal permits; and (3) new Federal Energy Regulatory Commission authority over the siting or cost allocation of interstate electric transmission lines.
