If a D.C. statehood bill has passed the House after Issuance and before Jan 1, 2028, then the market resolves to Yes. A D.C. statehood bill is legislation that would admit all or part of the District of Columbia to the Union as a state, whether named the State of Washington, Douglass Commonwealth, or anything else, such as the Washington, D.C. Admission Act. Legislation that only expands D.C. autonomy, gives D.C. voting representation without statehood, or returns D.C. land to Maryland does NOT qualify. The measure must pass the full House by any means, including voice vote, unanimous consent, suspension of the rules or a special rule. It may be any vehicle, including a larger package whose text as passed contains a qualifying provision. Committee approval, or a rule providing for consideration without passage, does NOT count. Senate passage and enactment do NOT count.
