If a bill creating a public health insurance option has passed the House after Issuance and before Jan 1, 2028, then the market resolves to Yes. A qualifying bill is legislation that creates a federal government-run health insurance plan that individuals can choose to buy or enroll in as an alternative to private insurance, such as a Medicare-style plan sold alongside private plans on the ACA marketplaces or a Medicare buy-in. The Choose Medicare Act or a successor bill with the same effect qualifies. Legislation that would replace private health insurance with a single government plan (such as Medicare for All), only extends or increases ACA premium tax credits, expands Medicaid, only lowers the Medicare eligibility age, authorizes or funds state-run public options, or only studies a public option does NOT qualify. The measure must pass the full House by any means, including voice vote, unanimous consent, suspension of the rules, a special rule or a discharge petition. It may be any vehicle, including a larger package whose text as passed contains a qualifying plan. Committee approval, a rule providing for consideration, or a discharge petition reaching 218 signatures without passage does NOT count. Senate passage and enactment do NOT count.
