If a bill admitting Puerto Rico as a state or providing for a binding status referendum that includes statehood has passed the House after Issuance and before Jan 1, 2028, then the market resolves to Yes. A qualifying bill either admits Puerto Rico as a state, or provides for a referendum or plebiscite on Puerto Rico's political status that includes statehood as an option and whose result the bill itself commits the federal government to implement. A bill that only authorizes a non-binding vote, a study, a commission or a task force does NOT qualify, and neither does a resolution. The measure must pass the full House by any means, including voice vote, unanimous consent, suspension of the rules or a special rule. It may be any vehicle, including a larger package whose text as passed contains a qualifying provision. Committee approval or a rule providing for consideration without passage does NOT count. Senate passage and enactment do NOT count.
