A Chinese bank means an institution holding a banking licence from China's National Financial Regulatory Administration or from the Hong Kong Monetary Authority. A designation naming only a subsidiary, branch, affiliate or parent counts only if the licensed bank itself is named, and one qualifying bank is sufficient. Adding a qualifying bank to the SDN List or the CAPTA List, or a FinCEN final rule imposing a Section 311 special measure on one, resolves the market to YES. The stated reason for the designation is irrelevant, and a later delisting does not reverse a resolution already made. A threat or reported plan, a civil penalty over past conduct, addition to the Commerce Entity List, sanctions by another government, or designation of a Chinese entity that is not a licensed bank, such as a payment processor, exchange house, refinery or trading firm, do NOT resolve the market to Yes.
