If a statewide ban on networked Flock Safety camera systems has become law in Pennsylvania before Jan 1, 2027, then the market resolves to Yes. A qualifying law must bind Pennsylvania state or local government statewide and prohibit the operation, procurement, contracting, or networked deployment of Flock Safety cameras or substantially similar stationary networked automated license plate reader systems. The law may permit ordinary security cameras, non-identifying video, vehicle-mounted readers, or narrowly targeted emergency uses. Privacy guardrails, retention limits, audit requirements, data-sharing limits, or penalties for misuse without an operational prohibition do NOT qualify. Enactment requires completion of all constitutional and legal requirements for the measure to become binding law, including required legislative passage and executive action. A proposal, introduced bill, partial legislative passage, non-binding resolution, or court challenge does NOT qualify. Enactment occurs when all requirements are completed, regardless of pending judicial challenges.
